The motivation of this prof. appears unclear. Lecture notes (presumably in electronic format)are simply part of the teaching package a prof. is supposed to provide today - not an extra part requiring additional effort. Whether a studnet comes or doesn't to a class is irrelevant. Notes should be available electronically.
